Welcome to Centre for e-Learning UMS

Since the launch of the National e-Learning Policy (DePAN) by the Honorable Minister of Higher Education (Ministry of Education Malaysia) on 16 April 2011, e-learning has been included as a KPI of the Ministry of Education Malaysia (MOE) and also as a KPI of UMS. The National e-Learning Policy (DePAN) has been formulated taking into account the five main pillars, namely infrastructure, organizational structure, curriculum and e-content, professional and cultural development. According to DePAN, all UMS lecturers must have teaching and learning materials in the form of e-learning. The establishment of the UMS E-learning Unit (UNEP) was established on 1 June 2014 and was subsequently upgraded to an E-learning Center on 2 August 2017.

E-Learning UMS started in 2000 under Media and Educational Technology Unit (UMTP) and then under the responsibility of the Academic Development Centre (PPA - now PPSA) from 2006 to 2008. Since 2009, the e-Learning operates only under e-Learning Committee UMS (led by TNC Academic), Monitoring and Implementation Committee and e-Learning (led by the Chairman of E-Learning CAP) without any shadow of PTJ (no operational budget). Since the launch of e-Learning State (front) by the Minister of Higher Education (now the name of the Ministry of Education) on 16 April 2011, e-learning was included as a KPI Ministry of Education (MOE) as well as KPI UMS.

Basic e-Learning State (front) has been drafted taking into five main pillars, namely infrastructure, organizational structure, curriculum and e-content, professional development and culture. Materials for teaching and learning in the form of e-learning is the reference and all major Web 2.0 activities in the course of UMS apart from lectures or present personally the lecturers and students. The KPI e-learning under  Vice Chancellor should be a priority so that it can be achieved. Basically the intention KPM in 2014 (directed by the Deputy Minister of Education 1 October 2013) is asking all universities to lead MOOC (Massive Open Online Courses) in all public universities. Thus, this paper made to apply for the establishment of a Responsibility Center (RC) E-Learning to enable all e-learning activity undertaken UMS runs smoothly.
